Who
are we?

mFIN-CERT.tg is a Togolese Computer Emergency Response Team (CERT) dedicated to microfinance banks, fintechs and other financial services providers. It is operated by Cyber Defense Africa (CDA), under delegation of authority from the Togolese National Cybersecurity Agency (ANCy) and works closely with CERT.tg.

Its scope of action covers the full range of actors that constitute the microfinance ecosystem: microfinance institutions (MFIs) and decentralised financial systems (DFS) providers, technology solution providers that equip these institutions (core banking software, payment platforms, mobile money infrastructure), as well as the technical and institutional partners that structure the sector’s cyber resilience.

mFIN-CERT.tg was born from the observation that microfinance institutions and their clients face multiple specific and targeted cyber threats and do not always have the financial, technical and human resources necessary to successfully face them. This ecosystem-wide approach is also rooted in the observation that a MFI’s security depends as much on its own practices as on the soundness of the tools and partners it relies on.

mFIN-CERT.tg is the first sector-specific financial CERT dedicated to microfinance institutions in Africa.

Our mission

To strengthen the cybersecurity resilience of Togo's microfinance sector, so that the digital trust of MFI clients and partners is fully protected.

This translates into five operational commitments: centralising incident reports from across the sector, producing and sharing targeted threat intelligence, supporting MFIs through crisis response, building the capacity of their teams, and facilitating information sharing between members within a structured trust framework.

LEGAL FRAMEWORK

Built on trusted standards and national regulations

mFIN-CERT.tg operates within Togo's cybersecurity legal framework, in line with BCEAO guidelines on information system security for DFS providers, and in accordance with the international standards of FIRST (Forum of Incident Response and Security Teams). All information shared by members is handled under the Traffic Light Protocol (TLP), the global standard for confidential exchanges between CERTs.
